Open Question: I have a virus that is blocking all of my programs. How can I fix it?

I don't know much about this, but I have some kind of virus/malware/spyware etc that is taking the form of a fake anti-virus software. Whenever I try to open a system the pop-up message says that "Application cannot be executed. The file (appname.exe) is infected." Then it asks me to run an anti-virus software that I never installed. I can't download anything because that pop-up message blocks everything that might help.
